5-16-2008 - There are now TWO nominee profiles posted on the IAPR Members Only Nominee Profiles Page. Every Reserve member who has attended an IAPR meeting is entitled to a temporary access as a "member". Or any active Indiana Reserve officer, after providing confirmation of their commissioned status, may also apply for temporary access as a "member".

You may gain your temporary sign-in access by contacting the site's Webmaster. Or re-read the broadcast e-mail sent to you about the May 31st IAPR meeting. All existing temporary access user name/passwords HAVE been entered into the permissions table.

4-26-2008 - Meeting convened at 10:04 a.m.; Chief Deputy Mike Foster (ACSR) welcomed everyone and noted several housekeeping items.

A Roll Call of the 24 individuals in attendance was taken.

Officer Joe Nania (St Joe County Reserves) from the Legislative Committee reported on the status of House Bill 1029, confirming it is dead in committee at least for this year.

Officer Jeff Ploense (St Joe County Reserves) read portions of a letter sent to the Sheriff of St Joe County written by the Gary FOP outlining "concerns" with the 72 member roster of the Gary Reserves operating under the supervision of the Gary Mayor, and disagreeing with a couple of aspects of the Marion County Reserve program as well.

A full discussion of the matters outlined in the letter were shelved until a later date because the Gary Reserves were unable to attend this meeting. Chief Deputy Foster stated there had been a plan for them to tell their side of the "story" at the meeting once the letter was read.

Chief Deputy Foster then made the Structure Committee Report briefly outlining what he knew of the Board of Control option suggested by an officer unable to attend the 4/26 meeting and the more traditional Officers (President, Vice President, Secretary, Treasurer) option he had proposed be implemented.

It was further suggested that the President and Vice President positions would always be restricted to not being elected from the same county to broaden representation of the state-wide flavor of the organization.

A show of hands vote was taken and the traditional 4-Officer structure was adopted.

Officer Tim Cain (Noble County Reserves) then presented a proposed set of By-Laws for the organization to consider. Officer Cain has been an attorney since 1984 and was the elected Prosecutor for La Grange County for twelve years. He is currently semi-retired, but his area of practise was largely directed toward businesses so he is knowledgable about how by-laws are generally structured.

To facilitate the greatest number of commissioned officers having the chance to read and comment on these proposed by-laws, it was agreed they would be posted on the www.sheriffreserve.info web site until the May 31, 2008 meeting so everyone could study them and offer additional suggestions and feedback during that period.

It was determined some privacy for those feedbacl comments and suggestions would be desireable and the idea of a temporary access to Member ONLY pages was put forth and agreed on.

Other topics discussed under Officer Cain's report were various tax exemption options the IAPR could pursue and the difference between "lobbying" and "advising". Those differences could impact which tax exemptions remain open to us.

Also the need to develop a list of "reasons" for Reserve officers across the state to join the IAPR was briefly discussed.

Captain Tom Stachowiecz (ACSR) then provided a report from the Communications Committee. It was mostly about the availability of the web site (www.sheriffreserve.info) for keeping IAPR members up-dated between meetings and the idea of having temporary access for some Members-ONLY pages.

Additionally, a vote was taken about formally changing the name of the organization from Indiana's Alliance Of Police Reserves to the Indiana Alliance of Police Reserves. The motion carried.

Captain Ed Michael (Green County Reserves) followed with a presentation about the Indiana Police Firearms Training Association (www.IPFTA.org) for the Social Activities Committee. He brought information about their 2008 match schedule and how the "Govenor's Top Twenty" are selected. A link to the IPFTA web site will be added to the www.sheriffreserve.info site to encourage Reserve officers to take advantage of the training possibilities with this organization while enjoying a greater sense of comraderie among law enforcement officers from across the state.

A question came from the floor after Captain Michael's presentation about the press release written after the first IAPR meeting and whether or not we had received any reactions to it.

Chief Deputy Foster stated Deputy Chief Steve Poulson (ACSR), the author of the press release, had received two phone calls of note. One was from the state attorney for the FOP saying, "We'll be glad to help you with this matter, but please ask your members to stop writing Rep. Niezgodski." The other, from the ILEA Director, indicating he would like to meet with some officers from our organization once we get fully up and running.

Finally a representative from the Lake County Sheriff's Reserve wanted to remind everyone that though Gary, IN is indeed a part of Lake County. The Gary Reserve organization is not a part of the Lake County Sheriff's Reserve program.

The next meeting of the IAPR was then scheduled for Saturday, May 31, 2008 at 10:00 a.m. Everyone is being encouraged to attend this meeting to allow for the broadest possible representation as Officers are nominated and elected for the organization and by-laws are edited and/or adopted.

A pre-prepared pool of officers willing to accept Officer nomination are being sought through the www.sheriffreserve.info web site, but nominations of officers from the floor that Saturday will be accepted as long as the nominated officer is present and agrees to be placed on the ballot.

Officers willing to be placed in the nomination pool are encouraged to send their picture and a brief resume/bio about themselves to the webmaster@sheriffreserve.net. We hope this will facilitate a speedier and more informed voting process being implemented on May 31st.

A location for the May 31st meeting has NOT yet been determined. Chief Deputy Foster will be contacting the Grant County Reserves to see if they might be able to host the meeting to centralize this important gathering more so both northern and southern Reserve organizations can be better accomodated.

4-22-2008 - MEETING REMINDER: The second meeting of the IAPR organization will be taking place this coming SATURDAY, April 26th,

in the white training room at the Allen County Sheriff's Reserve Training Center on Easterday Rd in Fort Wayne (see map link on IAPR Index page) at 10:00 a.m. Important organizational decisions will be being discussed, and some voted on, so we strongly encourage all interested law enforcement reserves attend.

We will NOT be taking the formal "Charter Members" photograph at this meeting so coming in uniform continues to be entirely optional. We will, however, probably ask for another candid group shot at some point during the day's agenda so do come looking spiffy if that sort of thing matters to you or your agency.


3/20/2008 - There is progress being made in the background toward getting the infrastructure set-up for the organization.

1) One item being discussed is HOW a member definition sequence can be set up which will allow us to add a MEMBERS-ONLY side to this web site . . . until such time as the organization has developed enough to take on the cost and maintenance of a stand-alone web site of it's own.

Until then, only material which can and should be open to ALL web surfers will be posted here.

2) Generic IAPR-related mailboxes are being discussed and opened through this web site's sheriffreserve.net WEBMAIL service. You should soon start getting e-mail updates through someone designated to use the iapr@sheriffreserve.net mail box you may have seen referenced on the WEBMAIL page.

Using such non-individual-name specific mailboxes will hopefully allow us a greater latitude in adjusting the specific participants using those tools without constantly having to send out a million address changes which I, personally, can never seem to remember whenever I need to get a hold of someone.

The sheriffreserve.net WEBMAIL service allows for automatic forwarding to private mailboxes outside the system which can then let us change participants in the background and even designate multiple boxes to receive the same message simultaneously ... so during transition periods coverage of the box shouldn't have to be interrupted much.

At this time it has been proposed we have committee-specific mailboxes and mailgroups set up next.

3) It is also being proposed we have committee-specific PAGES set up soon to allow for more committee-specific UPDATE NOTES to be posted on them instead of on this page. As the IAPR-Webmaster I will only have time to be posting what OTHERS write during both this PUBLIC-Access phase and once we add MEMBERS-ONLY Access.
